I think the rain adds both context for the theme and a purely pleasurable softness. The melody truly has the sound of a broken heart (although the song is called "Olivia" it makes "Desire" a perfect title). It would make a great dramatic moment as part of a larger/longer work (hint hint)! This is wonderfully melancholic music.
